ARCTIC has announced the P12 Max, a new high-performance fan that is described by the leading manufacturer of low-noise PC coolers and components as its most powerful 120 mm fan yet. Featuring a significantly increased speed with revolutions from 200 up to 3,300 rpm, the fan also comes with a number of features to ensure quieter operation, including a new motor that enables lower vibrations and a 0 dB mode for silence in idle. The ARCTIC P12 Max will be available at an MSRP of US $14, according to the official ARCTIC website.

This guy is straight forward and always gives in depth analysis in what he does. He covers these fans.
 
Probably make decent case fans, but with that fin spacing they wouldn't make good radiator fans.
 
I haven't used this particular variant yet, but I did use 24 Arctic fans in my build for several months after my initial Noctua fans PWM implementation failed me, and they were quality fans. Good bang for the buck (which really matters if you need 24 of them)
