It's by George RR Martin, the first one will release and everyone will love it... then he will forget about the second one until the game has been beaten by everyone and their great grandmother... at that point he will complain that players beat the game in a fashion he didn't envision so sees no point to publish the second one though he is hard at work on it if only his favorite football team would win a few games...
