Intel has announced that the Intel Graphics Driver 31.0.101.4885 for Intel Arc A-Series Graphics and Intel Iris Xe Graphics is now available for download. The new driver, which weighs in at 696.4 MB, not only includes Game On Driver support on Intel Arc A-series Graphics for Assassin's Creed Mirage and Forza Motorsport, but it also provides major performance improvements for select DX11 and DX12 titles versus the previous driver. Those would include Deus Ex: Human Revolution, which sees up to a 119% performance uplift at 1080p with High settings. The full release notes for this driver can be found here.

This is cool and all but it makes me wonder why are these things so un optimized to beging with? In other words, how come there is so much room for improvement for specific games and whatever?

Because vendors are not directly taking advantage of the optimized paths for these video cards because of the tiny market segment. As the vendor improves things and writes drivers to specificlally interpret the API calls most optimally for their hardware things improve. With any luck this will sell more of their cards and increase market presence so game makers start taking their optimizations into mind.
