Assassin's Creed Mirage fans who visited some of the game's store listings over the weekend were shocked to find an Adults Only (18+ ESRB) rating, hinting at the inclusion of not only in-game purchases, but "real gambling."

Hold on, if “real gambling” gets you an 18+ rating; how come every game that ever had loot boxes for sale for real cash doesn’t have this rating?

Becuase the ESRB is refuses to to classify lootboxes as gambling. They really don't want to step on those toes. Just another institution leeching on society pretending to offer a real service.
 
I'm assuming that real gambling would actually allow you to get a monetary reward, not random loot in lootboxes but who knows?
