AMD has announced that it inaugurated its largest global design center in Bengaluru/Bangalore (India) today, a new state-of-the-art campus that is set to host "approximately 3,000" AMD engineers in the years ahead for the design and development of semiconductor technology, including 3D stacking, artificial intelligence, machine learning, high-performance CPUs, gaming GPUs, and more.

That's interesting that they had the layoffs before opening this. Perhaps those were with talent not worthy of the offer to move or that just rejected the move?
 
If they used NVIDIA AI, they probably wouldn't need as many engineers. Oh wait ...
