The Radeon RX 6950 XT, one of AMD’s rumored Radeon RX 6000 Series refreshes, will be available as early as April, according to a new rumor shared by Coreteks. This graphics card will supposedly feature faster, 18 Gbps memory, a 2 Gbps improvement over the Radeon RX 6900 XT’s specification. Coreteks also claims that AMD isn’t planning to release a Radeon RX 6850 XT, which opens up the possibility that only the current RDNA 2 flagship is getting the benefit of a refresh.

Why not they only refreshed one of the Ryzen 5000 series CPU's.

I dunno, part of me says 'makes sense, there wasn't a huge gulf between RX 6800 XT and RX 6900 XT anyways', but another part says "Why not just refresh them both?"

What they really need to do is release a RX 6550 XT (without the gimpy laptop lanes) and bury that RX 6500 XT to the OEMs.

These release to unavailable are making nostalgic for paper launches.

The 6900XT seems to be available, so I expect the 6950 to be as well. If it widens the gap a bit from 6800XT, perhaps it will make a bit more sense in the product stack.
