Icarus is a new sci-fi survival title being developed by Rocketwerkz, a New Zealand-based studio founded in 2014 by DayZ creator Dean Hall. One of the reasons that the game is drawing attention is for its system requirements; Icarus lists 32 GB of RAM under its recommended specifications, which is quite a bit higher than the 16 GB that’s typically recommended for gaming rigs. Icarus will be released on December 4 with NVIDIA RTX Global Illumination and DLSS.

Sloppy coding requires more ram? Or does it splice off half your ram as a ram drive to cache stuff? Otherwise I don't know why a game would need more than 16gb nowadays...
 
Forza Horizon 5 has different memory use caps based on the amount of available host ram. On my system (32 gig) I've seen it consume around 10 gig of ram while on Systems running half that 5 gig is high.

So programmers are finding use for more loaded in ram.. this company is just being clear about it.
I'm betting it's the same for other games as well.
