California has introduced a law that forces digital stores to tell customers that they're just licensing content—not buying it—and with that comes the news that Steam is now complying with the legislation, with the digital distribution service and storefront now warning players that they're only buying a license to a game at checkout.

This is true. GOG is playing it up because they have a few titles that will continue to work offline, but it’s still just a license to use there too.
