Steam Families, a replacement for Steam's existing Steam Family Sharing and Steam Family View features, is now available for testing as part of the latest Steam Beta Client, Valve has announced.

If it would let you play a game in your Family library while said Family Member who owns that game is playing some other game - maybe. Since right now, if a Family Member is playing anything at all it locks out all access to their library.
