There was a pretty good jump in IPC, clock speed, and RAM compatibility with Zen 3. I don't know if 8c would beat out 12c in every fully threaded environment, but I bet it would win more often than not across a broad range of benchmarks, and even in those super-threaded situations be closer than you would think.If one could buy a 3900x for the same price as a 5800x.... which one wins? 12c vs 8c, but also likely a butt-ton more power and heat.
