Those interested are encouraged to first use the "Character Creator & Storage" downloadable app first and then import their character into the game to avoid using up time during gameplay to create a character. Players who decide to purchase the game will be able to transfer their saved data to the full version.

Both the standard version and deluxe edition are currently on sale for 20% until July 11 at $55.99 and $63.99, respectively.

So they plan to lure players in and get them addicted during the first two free hours and then, like a drug dealer, charge exorbitant prices for the next hit. Pass.

I may purchase this eventually, because I played and enjoyed the first one (bought at GoG - enjoyed even with limited functionality), but not at these high prices. Maybe when the game goes on deep discount sale in the $15 or less range.
