How... wait is piracy even possible for cloud gaming? I have no idea why other than performance overhead people would even care if a cloud served game had DRM.

Well they aren't referring to the streaming part. The no-DRM part comes in with the GOG library. Your existing GOG games will be accessible via the Luna service, and any GOG games you buy via the Luna client go straight into your GOG library. So either way you got DRM-free copies of the games you can use normally, and then there's also having access to streaming them via the Luna client.
