Hogwarts Legacy is getting a creator tool kit that will allow players to create their own content such as dungeons, and quests, and share with the community or have fun customizing characters, items, and many other parts of the game.

Meaning the only way to install mods is through their system? I hope this is just an option and not an attempt at censoring mods they don't like.
 
Don't know and I'm not sure. Reporting on this, including the PR, has been interesting. Some say you can get the app from either EGS or Steam while the PR says EGS for the app but both for mods which to me seems confusing if the in-game option lets you get them.

Honestly, I don't do much game modding and when I do it usually involves downloading then manually extracting/pasting into whatever folder. Haven't really tinkered with developer toolkits but they sound interesting.
 
After looking further into it, it seems like this is more an extensive customization app, than actual modding. They are probably opening some development tools that they streamlined.

It seems this app will be exclusive to EGS, but the uploaded and approved "mods" will be available in the steam version of the game as well, since installing and downloading is done through the game itself.

It seems like a fully closed ecosystem.

I hope you're right, but if the assets are encrypted there is not much that can be done.
Because encryption cold stops everything ever. It's a hurdle but it's far from a full stop. ;)

The dozens of games that they haven't been able to mod yet outside of basic in memory texture swaps says otherwise.

Fair maybe that's a big hurdle for modders as opposed to state run hacking groups. ;)
