given that the 7700XT is just a GPU and needs other stuff, like a CPU, PSU, drive, and such to run...

Maybe $700 isn't that bad of an all-in price.

7700xt is only raster

RT would be between 4070 & 4070 super. That costs $150 more than the 7700xt
 
I wouldn't buy one myself, but in the grand scheme of things it isn't that bad. Most console gamers tap out after $500 so this is why most of them are in an uproar.
$500 is sort of a threshold for a console.
