It is presumed that at least some of these returned cards were bought for the purpose of reselling, or scalping, and have been returned by the buyers who feared losing money on them so they may actually still be unused and brand new.

That will be a great buy for someone.

None of my local stores have them though.

There are some discounted open box AIB 4080's though, but even at the open box price they still want WAY too much for them.

I'm still shocked that I got one and a Suprim Liquid at that but I didn't even try to get it discounted. I admit it was FOMO moment but I didn't want to chance to lose on it to an employee who spotted it being returned, or anyone else.

That said I'd instantly buy a 4090 for $1200, even a 4080 is $1600 here now, that will not do.

It's not them that open the boxes, the BB staff have to in order to inspect the contents to process the returns.
