Erm, reading is fundamental. They're only concerned with actual threats.
And the "meanings" of those words and phrases will change as necessity (for the government) dictates to broaden and target any and all people that the government wants to go after. This isn't a slippery slope argument because the UK government has already been doing this for a while.
 
I don't know how can anyone sitting in an ubisoft office decide if someone giving life threats in a videogame about literally shooting the other players is a legitimate threat.
