What’s the current state of IPS monitors?

The last monitor I purchased was an Asus IPS monitor in 2014. The monitor provides great colors but leaves something to be desired in dark scenes. I’d love to upgrade to a fast refresh rate monitor but I am hoping that contrast has improved in the past 5 years? Is that the case? If not, are there any monitors on the horizon that support features that might improve the appearance of contrast (e.g. local dimming)

Newer IPS monitors are better than the old ones, but if that's your primary concern, you should look at a VA panel of some kind.

VA will be better on darks, but may have issues with ghosting.

It's true of any monitor. None of them are perfect. Every single display out there will make you compromise on some aspect of what you would consider an ideal monitor.
