I wonder what SoC's are supported.

Could be interesting on a small board ARM computer (Raspberry Pi or Odroid, etc.) though Linux already works on those.

Heck, could it be installed on a Smartphone?

ARM ISOs have been around for a while - just not supported. I've been running an ARM Windows VM on my Macbook for quite some time now.

I used to have a little tablet device that ran Win 10 ARM edition, it was kinda cool but I had all kinds of app compatibility issues. Forget any kind of mainstream gaming etc. But just for a desktop and browser, eh? OTOH if that's all that's needed there are a million linux options

I haven't tried it lately - but Win ARM would play games (some surprisingly well, others not so surprisingly poorly) via VM on OS X. The biggest issue I have are device drivers - plug in a USB device and it needs ARM-native drivers. Crap like USB->Serial converters are what I use the VM for the most, and there the pickings are slim.
