Microsoft has a plan for getting would-be Xbox owners to jump on current-generation hardware despite Project Scarlett's looming shadow. Those who buy a console via Xbox All Access will have the option of upgrading to Scarlett when it launches in Holiday 2020, minus a small upgrade fee. (Xbox All Access is a recently introduced payment plan that allows gamers to get a both a console and game pass membership for a monthly fee.)

We realize buying a console is an investment and some players are waiting to make the jump to the next generation with Project Scarlett when it launches in Holiday 2020 alongside “Halo Infinite”. This is why as a limited time offer this holiday season, players in the U.S. and U.K. who purchase an Xbox One X with Xbox All Access through December 31, 2019, have the option to upgrade to the next Xbox console in as few as 12 months and once Project Scarlett has officially launched.

Nice to see MS heading into the next gen consoles at a sprint.

That's a pretty good deal as you get Game Pass Ultimate included with it. I think, due to the popularity of Game Pass, MS should make XBox Live a free service, and remove the free games (or include it in Game Pass instead).
