I don't think its right. But.. isn't that par for the course in game development? Personally Im surprised it wasnt more like 60%.

Ubisoft is in financial turmoil to put it nicely. As a corporation it has to run leaner than it has been for the last decade+. Also, this isn't really that unusual. It used to be that contractors were often laid off right before the game was finished or just after launch.
