What they REALLY mean is a never upgraded throw away future e-waste utility device that is buy it and swap it like a freaking phone is today.

Sure you'll buy a Intel Discharge CPU with 256 gigs of Universal Memory Bus Ram that both the 45 RTX cores and X number of cuda or whatever cores has direct shared access to with the Discharge CPU.
