I was considering an H9 flow or elite for my new build but read that the fans are not that grea

You would be correct. I replaced all the fans at the time with Lian Li fans and that made a big difference. There were only 4 NZXT three pin fans included so I thought why would they even bother including any fans.

Yep, in my limited experience, included case fans are at best okay, and if they do get the job done while being quiet, it's a blessing. I'm not saying they're downright horrible, just basically enough to get the job done.
