According to the OpenVR benchmark database, there's an AMD Radeon GPU in the wild that is faster than the NVIDIA GeForce RTX 2080 Ti. The engineering sample's name is 100-000000098-40_39/27_Y, which suggests it could be a variant of the Ryzen 7 4800U (that SKU's OPN is 100-000000098).
At this point in the time, the idea of an APU besting a full-sized, flagship card is hard to imagine, so there has been a lot of speculation as to what this mysterious part actually is. As suggested by VideoCardz, could it be "big" Navi or another unannounced Radeon GPU running in an external enclosure? What about a Radeon running in CrossFire?
The truth is probably a lot less exciting. AMD's official subreddit has done a little bit of investigating and uncovered some information suggesting that this is actually just an ASUS Zephyrus G with an AMD APU and NVIDIA GPU.
