As much as I enjoyed my time with W3, I really hope we don't have to replay the game to access the new DLC and that it is its own independent story outside of the main game's progression. I ain't got time to replay that beast of a game.

Also, while I doubt the new DLC will be a free add on for any of us GOTY edition owners, I hope it's priced appropriately/accessibly. More like $10 than $30.

Isn't the Witcher 4 supposed to be out by then? Or is this the cryptic announcement of that being delayed to 2028?

I don't like going back to old saves, once I'm done with them. I'd rather experience new content with a clean slate than with all the baggage from a playthrough done years ago.

-No idea, but maybe I'd be able to just start off from my final Tousant save.
The game supports cloud saves on both Steam and GOG, so whichever version you used should have the save data backed up online (for GOG I think you need to be using GOG Galaxy for cloud save functionality though). While cloud saves are nice, I always manually back up my saves for every game I play too.
