Yes, you can. Start->Run->gpedit.msc Navigate to Local Computer Policy->Computer Configuration->Administrative Templates->Windows Components->Search Right click "Allow Cortana" and click Edit. Click on "Disabled" radio button. Click OK. Exit gpedit.msc app. Reboot.
